HCD Announcements: As of January 23, 2018, the Division of Financial Assistance (DFA) will begin the process to consolidate its contract and grant management functions. This implementation will become fully effective March 1, 2018. The objectives of this consolidation are to improve program outcomes and customer service in alignment with legislative and on-going CDBG program redesign activities. The consolidation will primarily impact DFA’s grants management activities in both federal programs (CDBG, HOME, ESG) and state programs (CalHOME). These sections oversee grants after the contract is executed until it is fully disbursed and closed out, but does not oversee multifamily rental project development and loan closing. More HCD Announcements: Implementation of California’s historic 15-bill housing package has begun. HCD launched a webpage dedicated to the 2017 Housing Package last December, and today released frequently asked questions and projected milestones and activities for each new law.
