Excerpt: We are writing to you as concerned tax payers with regard to rewarding fraudulent welfare recipients with lowered rents through the Section 8 program. Our concern is that housing providers of privately owned Section 8 housing are required to reward households who commit welfare fraud by decreasing their rents, which thereby increases their government subsidies. When a County discovers a recipient committing welfare fraud, or refusing to participate in a self-sufficiency program, the welfare payment is reduced until the money is repaid. In the public housing sector, by law, the Housing Authority cannot reward a household by lowering their portion of rent. However, because the statute does not include the hundreds of thousands of privately owned Section 8 units, we are still required to reduce the household’s share of rent during their repayment period. This has had an undesirable effect, which allows individuals committing a criminal act, i.e., welfare fraud, to be rewarded by obtaining higher government subsidies funded by taxpayer dollars…
